Diane Coyle: Covid-19 as an ongoing experiment in digital transition

Are there policy solutions for a digital transition caused by the rise of artificial intelligence? This was one of the main questions for the public policy expert Diane Coyle from the University of Cambridge and Bennett Institute. Through her conversation with OECD Director of Science, Technology, and Innovation, Andrew Wyckoff, she shared her views on technology’s impacts on the policy-making process, digital markets, and competition. 

Benefits of the AI for policymakers 

Using AI might create benefits for policymakers because it increases transparency. Coyle said that AI is the smartest economist, as it is programmed in the way that it maximizes profit. This could be beneficial in the areas such as healthcare systems or energy, both of which would become more efficient. 

According to Coyle, there should be two priorities for the policymakers. Firstly, introducing a minimum offer for everyone everywhere (in areas such as education, transport, etc) which would offer everyone opportunities at the beginning of their development. Secondly, the creative usage of digital tools must be promoted. Although she is sure that the AI will not substitute face to face contact, we will learn the creative way to use online channels to connect. “Covid-19 is an ongoing experiment” – Coyle said. She recommended exploring where the AI is creating value, for example, inpatient data in health care, and focusing on the development of those aspects of technology.  

“This kind of conference also demonstrates the advantages we have today. People from all around the world are joining us currently, which would be impossible if this conference was held face to face” – Coyle concluded emphasizing the benefits of the digital transition process.
